This angel behind Washington is Satan. It is not Father time. The sickle would symbolize the grim reaper, while the hourglass comes from this statement:
Revelation12:
12 Therefore rejoice, ye heavens, and ye that dwell in them. Woe to the inhabitants of the earth and of the sea for the devil is come down unto you, having great wrath, because he knoweth that he hath but a short time.
My conclusion is that the Spirit of Freedom and the Spirit of the Native American are not mourning the loss of Washington's death. They are mourning the usurpation of the Lawmaker's body by Satan. Moses is the seat of Government (manifest by Washington):

Satan holding up Washington's body is the representation that the Republic has been infiltrated by workers of iniquity that set up a state. That is the reason they are mourning. This whole painting of this particular Apotheosis of Washington comes from the letter to Jude from the Bible. It is my opinion that the same person wrote the letters of John, Jude and Revelation. They are in that order in the bible. It would make the most sense that the people were using these letters to put esoteric messages that would not be censored. And here is the statement from the letter to Jude:

9 Yet Michael the archangel, when contending with the devil he disputed about the body of Moses, durst not bring against him a railing accusation, but said, The Lord rebuke thee.
I always wondered about the meaning of that verse. Where in the bible did it say Moses' body was stolen by the devil? Then I saw this painting and linked Washington to Moses. The name Michael means: Who is like God. He is holding Washington and also making the John pose.
This parable is about these evil people who will enter the body of government. These people were slave-owners of the past. They do not want to do any work, they want the work done for them:
Matthew 12
43When the unclean spirit is gone out of a man, he walketh through dry places, seeking rest, and findeth none.
44Then he saith, I will return into my house from whence I came out; and when he is come, he findeth it empty, swept, and garnished.
45Then goeth he, and taketh with himself seven other spirits more wicked than himself, and they enter in and dwell there: and the last state of that man is worse than the first. Even so shall it be also unto this wicked generation.
The letter of Jude also deals with people who are evildoers and take over.
Jude:
4 For there are certain men crept in unawares, who were before of old ordained to this condemnation, ungodly men, turning the grace of our God into lasciviousness, and denying the only Lord God, and our Lord Jesus Christ.
These men have crept into our government and denied us freedom and are making their own laws in their own interests. That is the meaning of this painting. It is inspired from the letter of Jude.
